Тэрнээс биш манлайлал гэнгүүт бусдын өмнө гарах гээд л замын гэрэл дохио дээр явган хүний гарц дамнан уралдаж зогсоод байдаг бүдүүлэг жолоочонцорууд шиг байх ёсгүй л байхгүй юу. Яг үүнтэй холбоотой менежер гэж мундаг албан тушаалтай нөхдүүдийн талаар бичих ёстой болов уу. Агуу үг шүү дээ уул нь. Manage – Удирдах, Manager – Удирдагч гэж. Гэтэл удирдагч гэдэг цол гуншинтай байж ажлаа хийхдээ бэлэн хоол ам руугаа халбагадуулж идэх гээд байгаа янзтай ажилладаг залуус мэр сэр байх санж. Бүх юмыг А-с Я хүртэл нэгбүрчлэн хэлүүлж, зааварлуулж байж ажил хийгээд байхаар чинь ажил олгогчийн хувьд, удирдах ажилтаны хувьд ямар хэрэг байх билээ. Зүй нь ресторанд хүйтэн цай захиалтал халуун цай аваад ирвэл тэрийг нь хөртөл хүлээж суун цагаа барж буй нэгэн ба мөс захиалан хөргөж цаг хэмнэж буй нэгэнтэй агаар нэгэн бус уу. Жирийн хүмүүс чинь тэгдэг байхгүй юу гэж ярьж, бичдэг “жирийн бус” хүмүүсийн хүрээ манай нийгэмд үүсчихээд байгаа нь та бүхэнд мэдрэгдэж байгаа болов уу?

Хүн хүнээрээ үргэлжид байж, ганцхан өөрөө өөрийнхөө төлөө биш гэр бүл, хамт олон, нийгэм, эх дэлхийнхээ төлөө амьдарч, сэтгэж, ажиллаж явах юм бол хүн болгон манлайлагч, менежер гэсэн үг гэж ойлгоном.

Significant parts of the literature on business leadership have contributed more to confusion than to understanding. Too much effort has been spent enumerating and describing the personality traits that are alleged to be necessary for being a leader. For example, Jim Collins claims that only his “Level 5” leader who combines humility with fierce resolve can sustain exceptional firm performance. Others devote their efforts to searching for the so-called secrets of leadership by examining in detail all the elements of the lives of those alleged to be successful leaders. As an example, Manfred F. R. Kets de Vries claims that “many successful male leaders had strong, supportive mothers and rather remote, absent fathers.”

In short, too much has been said about personal idiosyncrasies of individual executives and not enough has been said about what any business leader must do. Indeed, Drucker emphasizes that business leaders are not of a single type. He describes the CEOs with whom he has worked in the following manner.

They were all over the map in terms of their personalities, values, strengths and weaknesses. They ranged from extroverted to nearly reclusive, from easygoing to controlling, from generous to parsimonious.

In other words, effective executives need not be heroic or charismatic figures and they need not possess a specific collection of personal traits. They might even have had fathers who gave them attention. Such was certainly the case with J. P. Morgan.

In my view, we can better understand executive talent by examining what executives do instead of describing how they do it. My examination reveals five dimensions of executive talent. Four are related to a crucial task and completion of each task requires a blend of analytical and creative skills. As will be apparent from their description, the successful executive must complete the tasks in a coordinated manner.

Evaluating Performance – Absent the necessary human capital, achieving any objective is impossible. Conversely one cannot prudently choose objectives for an organization without an understanding of the talent available to pursue them. An understanding the capabilities of existing talent, however, comes from careful performance assessment. Accordingly skillful executives comprehensively evaluate performance and make sure comprehensive evaluation takes place throughout the organization. Both of the readings by Bossidy emphasize this point.

Bossidy argues that these tasks are the most important of a CEO’s many responsibilities. Performance measurement is a difficult, time consuming and often unpleasant task. Classifying it as a “soft skill” would be misleading. It cannot be done well without careful observation and analysis. It requires attention to detail. (Gerstner is revealing in this respect. See, for example, p. 74 in Chapter 7.) And it requires making and communicating difficult decisions.

CEOs are successful because they devote their energies to this task. Jack Welch spent a significant fraction of his year on this task. He imposed his “vitality curve” on GE because he recognized without it executives would avoid the difficult and often unpleasant task of honest evaluation. All of them employ these judgments in distributing rewards that vary significantly with performance.

Finally, evaluation is the sine qua non for effective employee development. Individuals at any level in an organization will not develop in productive ways unless they receive assessments indicating which of their skills are strongest and constructive suggestions about which skills and talents should be the focus of their development efforts.

Decide how decision responsibility should be distributed – No executive can or should make every decision because the relevant information for prudent decisions is distributed throughout the organization. Twenty-five years ago the CEO of Eastman Kodak foolishly insisted on personally approving every appropriation in excess of $5,000. He achieved control most likely at the expense of experimentation with respect to market opportunities that were outside his view.

Gerstner wrestles with this problem continuously. He recognizes that universal empowerment is folly. And he refuses to classify bureaucracy as universally bad. Some tasks should be centralized to avoid duplication and to facilitate coordination while others must be decentralized. Bossidy recommends decentralizing people and centralizing paper. Whatever the rule, the distribution of decision-making responsibility requires continual executive attention and it must be accomplished in a manner that is consistent with open two-way communication between the levels of the organization.

Recognizing opportunities and exploiting them - In the life of every corporation, opportunities arise. Some are the creation of the firm’s employees while others are the result of competitive developments. Gerstner ultimately recognized that becoming a provider of integrated IT services was the significant opportunity that would regenerate IBM. Effective executives must recognize opportunities and be willing to make the decisions necessary to exploit them in a timely manner.

Cynthia Montgomery addresses this very issue. She argues,

Watching over strategy day in and day out is not only a CEO’s greatest opportunity to outwit the competition; it is also his or her greatest opportunity to shape the firm itself.

Talented executives do not build clocks that once erected continue ticking forever. While efficient processes are always desirable, they must not become the ultimate objective. Executives must build an organization that can respond to the opportunities that are available and they must often push the organization to exploit those opportunities even when it means disruption of efficient processes. The nuclear power group at GE wanted the clock to continue ticking as it always had. Welch in essence told them that customers were no longer interested in measuring time as they did. He forced them to reconstruct their business to become a provider of services to existing nuclear plants and to place far less emphasis on building new ones. Welch’s actions illustrate Montgomery’s argument that

The exaggerated emphasis on sustainable competitive advantage has drawn attention away from the fact that strategy must be a dynamic tool for guiding the development of a company over time.

Success comes from finding opportunity not from sucking the last drop of blood out of an existing advantage.

Referee disputes between the counters and the creators – Every organization contains individual who are counters and creators. The former live by the numbers and carefully record results. The creators look for new and different ways of enhancing the value proposition. Both are essential and play productive roles.

The counters, however, typically have the upper hand in disputes. They marshal evidence and insist upon proof. More importantly, they can accurately measure costs. The creators, on the other hand, often can only spin tales about the possible benefits of new products or services. They rely more on hunches and guesses and their speculative nature can leave counters apoplectic.

To effectively exploit opportunities, the top executives must be able to referee the disputes between these two factions. They must recognize the disputes are essential but they most also recognize that the playing filed is tilted toward the counters. When the counters become dominant, it is likely that attractive opportunities will go unexploited.

Communicate – Solving the above four task quietly in isolation will not result in effective executive action. The results of performance evaluation, the reason for decentralizing, the promise of new opportunities and the justification for resolution of the disputes between the creators and the counters must be effectively communicated. While incentives certainly play an important role in directing activity, they must be blended with effective communication because organizations function more effectively when employees understand what is happening. Bossidy makes this point repeatedly. Gerstner continually communicated with IBM employees and Welch talked continuously with GE employees.

At issue is the importance of image and manner for effective communication. When Carly Fiorina was CEO of Hewlett Packard, she claimed, “Leadership is a performance.” Her statement reflects the belief that image and manner are essential and that view is reflected in many of the recent books on leadership. Getting others to follow, however, involves something far more important than giving motivational speeches with the command of a Shakespearean actor.

The Gerstner memos one finds in the appendix to his book, while clear are not spell binding. He, however, clearly understood that individuals respond to incentives. The biggest barrier to change often is not the absence of someone who pleads eloquently for it but the inertia of a reward process that at best fails to encourage and at worst discourages changes in behavior. Although effective communication is essential, phenomenal persuasive power will be of little help to a business executive who rarely acknowledges and inadequately rewards the efforts that are essential for change. The leader must define what constitutes excellent performance and reward those who achieve it. Gerstner’s efforts at IBM could best be described as continual urging rather than eloquent persuasion and his urging was combined with a significant change in incentives.
